Dossier export and verify route

The dossier export schema (SIEM-ready) is pull-oriented for consuming systems; the platform does not push live feeds. Requires Trust Pack, dossier export and appropriate organisation-side roles. Verify-chain under Trust Pack applies to users with project access and appropriate role boundaries.
